ABOUT THE FUND

This fund aimed at encouraging employers to hire Malaysian employees and increasing involvement of Malaysian in the rubber industry, and subsequently reducing the industry's dependency on foreign workforce.

RM3,600 for each Malaysian employee hired, capped at 2,500 employees.

Company
Eligibility Criteria
Companies who wish to apply for the incentive shall meet the following criteria:
  1. Incorporated under the Companies Act.
  2. Possess a valid manufacturing license from the Ministry of International Trade and Industries (MITI) or business license from the local authority or any other equivalent license issued by a regulatory body.
  3. Produce cessable rubber products.
  4. Registered with MRC.
  5. Not receiving any other form of similar benefits from government and its related agencies.
Conditions
for Workers Hired

To qualify for the benefits, the workers hired by the companies shall meet the following conditions:

  1. They are Malaysian citizens.
  2. They are hired between 1 January 2022 and 31 December 2023.
  3. They are permanent workers or contract workers hired for a period of not less than two years.
  4. They are general workers or workers who occupy positions at non-executive or non-professional level.
  5. The basic salary (based on Letter of Appointment to employees) shall not be less than RM1,500 and not exceed RM2,500 a month
  6. The workers are hired in accordance with the Employment Act 1955 and all relevant labour laws and regulations of Malaysia.

DOCUMENTS REQUIRED
FROM COMPANY

 

  1. Copy of Certificate of Incorporation under Companies Act.
  2. Copy of manufacturing license from Ministry of International Trade and Industry (MITI) or any equivalent manufacturing or operating license issued by a regulatory body.

DOCUMENTS REQUIRED
FROM EMPLOYEES

  1. Copy of the employee's MyKad (front only which indicates name and identity card number).
  2. Copy of Company's Letter of Appointment to the employee.
  3. In the case of contract workers - copy of employment contract (only pages which indicate the name of workers and the duration of employment, i.e. how many years, need to be submitted).
  4. Certified true copy of the employee's salary slip which provides details on basic salary and the necessary contribution i.e SOCSO and EIS.

APPLICATION

FOR SOCSO & EIS CONTRIBUTION
OR MOBILITY ASSISTANCE

Applications to claim for the benefits can be made from 1 January 2023  until 31 March 2025 for the hiring of Malaysian employees from 1 January 2022 until 31 December 2023. The employees hired must have met the conditions of serving the company for a minimum period of six (6) months.

The eligible companies shall apply for the HMWF 2.0 SOCSO & EIS CONTRIBUTION / MOBILITY ASSISTANCE every six (6) months (1 claim = 6 months).

In total, companies can apply up to 4 claims for the duration of 1 January 2023 until 31 March 2025.


Claim 1 – First 6 months

  1. Claim shall be submitted six months after the workers are hired. Only workers who serve a company for a minimum period of six (6) months or 181 days consecutively, whichever is longer, may be included in the applications for claim. Employee originated 50km away from the workplace is also eligible for Mobility Assistance.

Claim 2 – Second 6 months

  1. Claim shall be submitted 12 months after the workers are hired. Only workers who serve a company for a minimum period of one (1) year or 365 days consecutively, whichever is longer, may be included in the applications for claim.

Claim 3 – Third 6 months

  1. Claim shall be submitted 18 months after the workers are hired. Only workers who serve a company for a minimum period of 18 months or 546 days consecutively, whichever is longer, may be included in the applications for claim.

Claim 4 – Last 6 months

  1. Claim shall be submitted 24 months after the workers are hired. Only workers who serve a company for a minimum period of 2 years or 730 days consecutively, whichever is longer, may be included in the applications for claim.
